从总体支配到技术治理:国家教育事业“五年规划”文本的话语演变 被引量:2

From Macromanagement to Micromanagement:Discourse-analysis of Educational Five-yeas Plans in China

摘要 基于公共政策四维视角,构建用以分析国家教育事业"五年规划"的"价值-行动-约束"的理论框架,研究发现:文本话语演变延续"总体支配到技术治理"之逻辑,政府总体包揽教育让渡于公共服务治理的技术经营。具体来看:价值引导方面,从政治理念转向技术监督,其中多重教育目标结构设计、项目制动议是价值引导的主体内容;行动体系方面,从国家管控到治理改善转变,其中教育体制改革、结构完善、公平与福利共享是重点,人才培养改革是亮点;约束条件方面,从资源投入到合作宣传转变,其中规划落地时更强调政府角色转变、评估督导与社会支持。 Based on the four dimensions of public policy perspective,we build the "Value-Action-Constraint " theoretical framework. We found that:the discourse evolution had inherited the logic which was characterized by the vicissitude from macromanagement to micromanagement,and the government's overall control was replaced by the public service management in the technology. In terms of value,the transformation is from political concept to technical supervision. The educational target structure design and project motion is the content of value;In terms of the action,the transformation is from state control to improvement of governance. Education system reform,structural improvement,fairness and welfare sharing are the key points,and talent training reform is the highlight;In terms of constraints,the transformation is from resource input to cooperative publicity. The planning operation emphasizes the role transformation,evaluation of supervision and social support.
