The Historical Origins and Realistic Enlightenment of “Fengqiao Experience”: A Major Concern of Mao Ze-dong and Xi Jin-ping

"枫桥经验"的核心内容,就是通过基层党组织发动群众,对存在破坏行为和潜藏破坏活动的人进行"评审和说理",由群众监督改造他们,不把矛盾和尖锐问题"上交",最终把他们中间的绝大多数改造成新人。由此进一步扩展到在基层社会管理中充分发挥党的政治优势,依靠基层组织和广大群众,就地解决当地发生的各种矛盾、化解纠纷,最大限度地把问题解决在萌芽状态。1963年11月毛泽东批示要总结和推广"枫桥经验",从此在全国社会治安综合治理领域树起了一个创新党的群众路线思想方法和工作方法的先进典型;2003年11月以后,习近平不断对坚持和发展"枫桥经验"作出重要指示,提出"把学习推广新时期‘枫桥经验’作为加强社会治安综合治理的总抓手",使"枫桥经验"在新的历史条件下创新发展有了更加深厚的社会影响和长久的生命力。"枫桥经验"是基层干部群众的创造,也是我们党探索社会主义建设规律和党的执政规律的一面旗帜和一个标杆。

The core of "Fengqiao Experience"is the mobilization of the masses by grassroots Party organizations. The masses"examined and reasoned with"saboteurs or potential devastators,supervised and reshaped them with no intention of reporting proxies and though issues to the authorities, and successfully reformed most of them. Thus, we could further expand the Party's political advantage in grassroots social management, solve all kinds of local proxies and disputes with the assistance of grassroots organizations and the masses, and maximize the solution to the problem. On November 1963, Mao Ze-dong instructed to summarize and promote"Fengqiao Experience", building up an advanced model for innovating the Party's ways of thinking and working methods concerning the mass line in the realm of comprehensive governance of national social safety. Since November 1963, Xi Jin-ping has continually made major instructions on upholding and developing"Fengqiao Experience", suggesting that learning and popularizing"Fengqiao Experience"in the new era is the general starting point for strengthening the comprehensive administration of social safety, and endowing the innovation and development of"Fengqiao Experience"in the new era with further social influence and sustainable vitality. Created by grassroots cadres and the masses,"Fengqiao Experience"is a banner and benchmark for the Party's exploration of the rules of socialist construction and the party's governance.
