城市“文化自信”战略下的城市总体规划编制研究——以长沙市为例

现阶段存在城市文化趋同、城市特色逐渐消亡的现象。习近平总书记在党的十九大报告中指出＂没有高度的文化自信,没有文化的繁荣兴盛,就没有中华民族伟大复兴＂,文化成为民族和城市竞争的核心要素。城市特色就是文化自信的体现,城市总体规划是城市建设长远发展的指引,应加强对城市文化的重视,坚定文化自信,从战略性和刚性管控两个方面加强城市文化规划和建设,体现城市特色。长沙市作为全国第一批总规改革试点城市,对城市文化在总规中的运用进行了探索和思考。本文通过分析长沙的地域文化特征以及对全市文化遗产、文化设施和文化创意产业等进行详细调研分析,提出城市总体规划中的文化规划策略,包括总规中的文化战略定位、文化产业空间布局、文化遗产保护、文化设施布局和文化指标构建五个方面,并分别提出了战略性和刚性管控要求。

Urban characteristics are the embodiment of cultural self-confidence,Urban master plan is the guideline for the long-term development of urban construction, Strengthening the emphasis on urban culture, Firm cultural confidence,Strengthen urban cultural planning and construction from two aspects： strategic and rigid management, Reflecting urban characteristics.Changsha City as the first batch of pilot cities for overall planning reform,Exploring and thinking about the application of urban culture in the general rules.This paper analyzes the regional cultural characteristics of Changsha and conducts detailed research and analysis on the city＇s cultural heritage,cultural facilities and cultural and creative industries, Propose the cultural planning strategy in urban master plan,Including the cultural strategy positioning in the general rules,the spatial layout of cultural industries, the protection of cultural heritage,the layout of cultural facilities and the construction of cultural indicators, And proposed strategic and rigid control requirements.
