面向规划管理与实施的轨道交通编制体系研究——以长沙为例

Research on Rail Transit planning System for planning Management and Implementation——Take Changsha City as an Example

城市轨道交通规划建设对城市空间形态、土地利用和交通发展转型等方面影响深远,而目前国家相关规范和标准对轨道交通编制体系要求较少,各城市根据自身实际建立了不同的轨道交通编制体系,如何构建面向规划管理与实施的轨道交通编制体系以发挥轨道交通最大效益成为重要课题。本文分析国家和长沙现状轨道交通规划编制体系及存在问题,总结借鉴武汉和深圳等城市的轨道交通编制体系,以长沙为例,提出面向规划管理与实施的轨道交通编制体系,实现轨道效益最大化。

Urban rail transit planning and construction has far-reaching influence on urban spatial form, land use and Transformation of traffic development,etc. However, at present,relevant national codes and standards require less for the rail transit planning system, and each city has established different rail transit planning system according to its own actual conditions.How to build a rail transit planning system for planning management and implementation to maximize the efficiency of rail transit has become an important issue. This paper analyzes the rail transit planning system and existing problems in the state and Changsha City, summarizes the rail transit planning system in other cities such as Wuhan and Shenzhen etc, and takes Changsha as an example to propose a rail transit planning system for planning management and implementation to maximize efficiency of rail transit.
