共享经济视角的安徽“三瓜公社”特色小镇乡村振兴发展研究

Research on the Rural Revitalization and Development of the “Sangua Commune” Characteristic Town in Anhui Province in the Perspective of Sharing Economy

通过特色小镇域内外资源的共享,提高资源尤其是闲置资源的利用率,推动特色小镇生产、生活、生态等的和谐共生,最终实现特色小镇产业强、农村美、农民富的乡村振兴发展的目标。研究从共享经济理论视角出发,总结了共享经济助力安徽"三瓜公社"特色小镇乡村振兴发展的经验,剖析了安徽"三瓜公社"特色小镇乡村振兴发展的瓶颈问题,最后提出解决上述瓶颈问题的建议。研究认为,安徽"三瓜公社"特色小镇乡村振兴发展存在网络平台在闲置资源共享中未能充分发挥作用、特色小镇可共享的闲置资源有待深度挖掘、特色小镇闲置资源的共享使用权仍停留在起步阶段、特色小镇闲置资源共享的运营机制有待完善以及镇外共生共享资源的科学利用水平有待提高等五个方面的瓶颈问题;应通过充分发挥网络平台在闲置资源共享中的作用、深度挖掘特色小镇可共享的闲置资源、提升特色小镇闲置资源使用权的共享水平、健全特色小镇闲置资源共享的运营机制以及科学利用镇外资源,实现共生共享等措施解决瓶颈问题,推动安徽"三瓜公社"特色小镇的乡村振兴发展。

Through the sharing of resources inside and outside the characteristic town, the utilization rate of resources, especially the idle resources, will be improved, and the harmonious coexistence of production, life and ecology of the characteristic towns will be promoted, and the goal of the rural revitalization and development of the characteristic towns will be more strong industry, rural beauty and peasant wealth. From the perspective of the sharing economy theory, the paper summarizes the experience to promote the rural revitalization and development of the ＂Sangua Commune＂ characteristic town in Anhui province by the sharing economy, analyzes the bottleneck problem of the rural revitalization development of the ＂Sangua Commune＂ characteristic town in Anhui province, and then proposes the suggestions for solving the above bottleneck problems. The study indicates that there are such five bottlenecks of the rural revitalization and development of the ＂Sangua Commune＂ characteristic town in Anhui province in the application of sharing economy as the network platform has not fully played its role in the sharing of idle resources, the shared idle resources of the characteristic town need to be further excavated, the shared use rights of idle resources in the characteristic town is still at the initial stage, the operation mechanism of the characteristic town＇ s shared idle resources has to be improved, and the scientific utilization level of the shared symbiotic resources outside the town needs to be improved. Finally, the paper puts forward accordingly such five suggestions to the above bottlenecks to promote the rural revitalization and development of the ＂Sangua Commune＂ characteristic town in Anhui province as giving full play to the network platform in the idle resources sharing, digging deeply into idle resources that can be shared in the characteristic town, raising the sharing level of idle resources＇ use rights in characteristic town, improving the operation mechanism of the shared idle resources in characteristic town and using resources outside the town scientifically to realize symbiosis sharing.
