2018年两会期间生态环保话题舆情分析

对2018年3月3日至20日两会期间舆情分析发现,两会期间共形成5日"政府工作报告"、13日"组建生态环境部"及19日"李干杰部长就任"三次舆情高峰,且舆情发展趋势未受两会期间重污染天气影响。横向来看,与其他话题相比,两会期间生态环保话题关注度总体较高,以官方传播为主;纵向来看,近十年来环保关注度快速上涨,2018年略有下降,关注热点由空气污染逐渐转为生态。从关注内容来看,两会代表关注话题涉及固体废物回收及处理、环境经济政策、生态保护等多方面,全网主要关注农村环保、生态环境、垃圾处理等方面,"环保部发布"重点关注大气污染和生态文明,与两会代表及全网舆情关注重点有所不同。对于3月17日部长记者招待会,媒体更关注"大气污染防治"、"三大攻坚战",公众更关注"自然保护区"、"新环保法"。

Analysis of the public opinion during the Period of NPC ＆ CPPCC in 2018,from March 3 rd to 20 th. We found that the ＂Government Work Report＂on the 5 th,the ＂Ministry of Ecology and Environment established＂on the 13 th,and the＂Minister Li Ganjie took office＂on the 19 th were formed three summit. And the trend of public opinion development has not been affected by heavy pollution during the two sessions. From a horizontal perspective,compared with other topics, the environmental protection topics during the two sessions were generally higher, with official communication as the main focus. From a vertical point of view,environmental protection has rapidly risen in the past decade,and has declined slightly in2018. Looking at the contents of concern,the representatives of the two conferences focused on topics related to recycling and disposal of solid waste,environmental and economic policies,and ecological protection. The whole network focused on rural environmental protection,ecological environment, and waste disposal. The ＂Ministry of Environmental Protection issued ＂focused on the atmosphere. For the ministerial press conference on March 17 th,the media paid more attention to the ＂three major challenges＂of ＂air pollution prevention and control＂,and the public was more concerned about ＂natural protection zones＂and ＂new environmental protection laws. ＂
