关于加强海洋生态文明制度体系建设的研究

生态文明制度建设是生态文明建设的重要组成部分,是贯彻和落实生态文明建设的根本性保障。十八大以来,党中央、国务院对生态文明建设做出了系列战略部署,提出了新的更高要求。其中,加强制度建设正成为推进生态文明建设的重中之重;十九大又再次提出要加快生态文明体制改革,建设美丽中国,强调要改革生态环境监管体制,完善生态环境管理制度。当前,生态文明建设从理论到制度,从倡导到落实已全面展开。海洋在我国经济社会发展中占有极为重要地位,是保障国家安全、缓解陆域资源紧张、拓展国民经济和社会发展空间的重要支撑系统,构建科学的制度体系已经成为深入推进海洋生态文明建设的首要任务。以归纳和分析现有生态文明制度为切入点,从改革体制和完善机制两方面对当前我国海洋生态文明建设制度机制的改革策略进行了研究,系统构建了"源头严防、过程严管、后果严惩"的海洋生态文明制度体系框架,并提出海洋生态文明制度建设的保障措施,以期为推进我国海洋生态文明建设做出贡献。

The construction of ecological civilization system is an important part of the ecological civilization construction, and it is the fundamental guarantee for carrying out and implementing the ecological civilization construction. The Eighteenth National Congress of the CPC made a new strategic plan for the marine ecological civilization construction, and put forward new and higher requirements. The Nineteenth National Congress of the CPC proposed to speed up the ecological civilization system reform and the construction of beautiful China again, laying emphasis on the need to reform the ecological environment regulation system, and improve the ecological environment management system. At present, the ecological civilization construction has been generally carried ont, from theory to system, from advocacy to implementation. The ocean occupies a very important position in China＇s economic and social development, and is an important support system for ensuring national safety, easing the shortage of resources, expanding the space for national economic and social development. Building a scientific system has become the most important task for promoting in depth the marine ecological civilization construction. Based on the summary and analysis of the existing ecological civilization system as the starting point and from the two aspects of reforming system and perfecting mechanism a study was made of the reform strategy about marine ecological civilization construction of the system, systematically constructing the framework of marine ecological civilization system of ＂strictly guarding against the source, strictly cintolling processes, and severe punishment for the consequences＂, and the safeguards for the marine ecological civilization struction were put forwaral in order to contribute to the construction of marine ecological civilization in China.
