阳江市金融支持海洋产业发展策略研究

Financial Support for the Development Strategy of Marine Industry:Take Yangjiang as an Example

涉海产业发展是阳江市"以海兴市"发展战略的重点,构建阳江市涉海金融服务体系对阳江市"以海兴市"具有重要意义。阳江"以海兴市"具有资金需求地域聚集度高、阶段性明显,相关产业融资期限长、存在高风险规避需求等特征。当前阳江市"以海兴市"具有较为良好的金融基础,但仍存在财政政策、产业政策和金融政策缺乏合力,金融组织和服务缺乏创新,信贷产品专业性不足,涉海保险发展缓慢,政策性避险机制不完善等问题。通过借鉴浙江、山东、广东、福建等我国四大海洋经济示范区涉海金融发展的经验,从加强政府引导、突出市场主导、健全避险机制和完善配套环境等四方面提出构建阳江市"以海兴市"金融服务体系的政策建议。

The development of sea-related industries is the key to the development strategy of ＂revitalizing the city through the ocean＂ of Yangjiang City. The construction of Yangjiang sea-related financial service system is of great significance to the Yangjiang City. ＂Revitalizing the city through the ocean＂ in Yangjiang has the characteristics of a high degree of geographic concentration of funding needs, a cleat＂ phase, a long-term financing period for related industries, and high risk avoidance requirements. At present, the Yangjiang City has a relatively good financial foundation, but there is still lack of synergy in the financial, industrial and financial policies, lack of innovation in financial organizations sea-related lessons from demonstration to revitalize and services, lack of professionalism in credit products, slow development of insurance, and imperfect policy-based hedging mechanisms. By drawing the experience of financial development in four major marine economic zones in Zhejiang, Shandong, Guangdong, and Fujian, this paper proposes the Yangjiang City through the ocean from the aspects of strengthening government guidance, highlighting market leadership, improving the risk aversion mechanism, and improving the supporting environment.
