摘要 炼化产业发展所面临的问题与挑战可以高度概括为"资源、能源、环境和安全"对产业的约束,产生问题的最主要原因之一是炼化信息化跟不上工业化的步伐,即"两化融合"的深度和程度不够,而解决之道是实施和加快推进炼化信息化的智能化发展与转型升级即流程工业的智能工厂建设,成功与否则需要实施卓越数字炼化建设。在理想数字炼化建设构架基础上首次提出了卓越数字炼化建设概念,并根据自身实践提出了包括管理者决心、战略与顶层设计、评估模型等在内的六大方面保障措施,瞄准智慧炼化目标,夯实数字炼化基础,围绕智能炼化建设核心,不断推进数字炼化智能化转型,应对炼化产业约束与挑战,实现"资源高效化转化、过程低碳绿色化"目标和炼化企业的新一代智能制造。 The problems and challenges facing the development of petroleum refining and petrochemical industries can be termed as the limitation of"Resource,Energy,Environment Safety"on industries. One of the most important causes of the problems is that the informationization can not meet the requirements of industrialization,i. e. "the informationization and industrialization integration"can not meet the requirements. The best solutions for these problems are to implement and speed up the development and upgrading of the informationization and intelligentization as well as the construction of digital plant. The success will be verified in the practice of construction of excellent digital plant. The concept of excellent digital refinery petrochemical plant construction is first proposed. Insurance measures have been recommended in respect of determination,strategy,top design,evaluation model,etc. The intelligentization of digital refinery construction is further promoted by aiming at the intelligent refining chemical processing,consolidating the petrochemical basis,focusing on intelligent refining chemical processing,etc. The goals of high-efficiency conversion of resources,low-carbon green development and new intelligent manufacturing will be realized.
