Development and Application of Safety Management Information System

基于对铁路局集团公司安全管理的深入思考,以提高工作质量和管理效能为目的,中国铁路成都局集团有限公司结合安全管理工作实际需求开展安全管理信息系统建设。分析提出铁路局集团公司对于安全管理信息系统的功能和设计要求,介绍系统架构和系统12大模块:安全管理基础、安全监督检查、安全问题管理、安全考核管理、安全分析预警、安全应急救援、安全大数据分析、反恐怖防范、重大危险源、安全综合保障、安全文化建设、安全台账资料等的主要功能。总结安全管理信息系统的实际运用情况,说明系统能够推动安全管理的科学化、信息化、规范化发展,使安全管理工作持续透明,促进人防、物防、技防"三位一体"安全保障体系落实,有利于稳步提升安全管理水平。

Based 0n the safety management of railway group, in order to improve the quality of work and management efficiency, China Railway Chengdu Group Co Ltd carries out the development of safety management information system according to the actual needs of safety management. The paper puts forward the functions and design requirements of the railway group on the safety management information system. It introduces 12 modules of the system structure and system： basics of safety management, safety supervision and inspection, safety problem control, safety performance management, safety analysis and early warning, safety emergency rescue, safety big data analysis, anti-terrorism precaution, major danger sources, comprehensive safety guarantee, safety awareness cultivation, safety account information, etc. The paper sums up the status quo of actual application of the safety management information system, and shows that the system can play a positive role in promoting the scientific, IT-based, standardized development of safety management, making the safety management work transparent, promoting the implementation of the ＂three in one＂ safety system with safety personnel, equipment and technologies and improving the level of safety management.
