农地整治项目后期管护的农户出资行为分析

Farmers' Investment Behavior in Ex-post Management and Maintenance of Rural Land Consolidation Project

农户是农地整治项目的最终受益者,农户参与出资可作为农地整治项目后期管护资金的一种合理供给渠道。从理论上分析了后期管护农户出资行为,并利用农户调查数据进行了实证检验。结果表明:(1)支付意愿是影响农户支付意愿额度最关键的因素;(2)农户支付能力、农户对后期管护工作重要性的认同程度和农地整治项目工程设施质量对农户出资行为有显著正向影响;(3)承包地面积对农户支付意愿额度的总效应为负;(4)采用统一无差异的出资方式是低效率的,而基于农户承包地面积差别化的出资方式是合理有效的。为促进农户参与出资,应积极做好宣传工作,提升农户对后期管护重要性的认同程度,加强农地整治项目施工监管力度,提高项目工程设施质量。

Farmers were the ultimate beneficiaries of rural land consolidation project. Farmers investing in ex - pest management and main- tenance of rural land consolidation project could be a reasonable supply channel. Farmers＇ investment behavior of the ex - pest management and maintenance in rural land consolidation project was analyzed theoretically firstly, and then based on the farmer household survey data, the path analysis model was used for the empirical test. The results indicated that ： ①WiUingness to pay was the most critical factors affecting the amount of willingness to pay. ②Farmers＇ ability to pay, farmers＇ cognition in ex - post management and maintenance and the engineering facilities＇ quality of rural land consolidation project had significantly positive impacts on farmers＇ investment. ③Family contracted land area had negative impact on the amount of willingness to pay. ④The unified and no difference investment form was inefficient, but it was reasonable and effective for farmers to invest in the ex - post management and maintenance according to family contracted land area. Therefore, propaganda work should be further promoted to enhance farmers＇ cognition in the impertance of ex - pest management and maintenance, construction supervision and fa- cility quality of rural land consolidation project should be strengthened and improved to encourage farmers to participate in investment.
