配电网投入和产出评价指标简化方法

Simplification Method for Investment Evaluation Indexes of Distribution Network

针对目前配电网投入和产出评价指标体系中指标数量繁杂、存在冗余的问题,提出一种基于主成分分析和灰色关联分析的配电网投入、产出评价指标的简化方法。综合分析电网的技术指标和效益指标,建立了全面的配电网投入、产出评价指标体系;分别利用主成分分析删除次要指标,以及灰色关联分析来筛选强关联性指标,从而简化指标并解决冗余问题;通过指标评分函数计算指标综合得分。以山东电网17地、市所辖10 kV及以下配电网为例,计算各地、市综合评价得分,比较化简前后两套指标体系下各地、市综合评价得分,验证了简化后的评价指标体系可以在不失真评价的基础上有效减少数据搜集和处理的工作量,提高了配电网综合评价的效率。

Aiming at the problems such as complexity and redundancy of indexes in current investment evaluation system for the distribution network, this paper presents a kind of simplified method for investment evaluation of the distribution net- work based on principle component analysis and grey relational analysis. It comprehensively analyzes technical indexes and benefit indexes of the power grid and establishes an overall investment evaluation index system. It makes use of principle component analysis to cancel subordinate indexes and grey relational analysis to screen high relational indexes so as to simpli- fy indexes and solve the problem of redundancy. Meanwhile, it works out comprehensive scores of the indexes based on the index score function. Taking distribution networks of 10 kV or below 10 kV voltage level in seventeen cities in Shandong province for examples, it works out comprehensive evaluation scores of cities and compares the comprehensive scores under different index systems before and after simplification. Thus, it verifies that the simplified evaluation index system could ef- fectively reduce work of data collection and processing on the basis of distortion-free evaluation and improve efficiency of comprehensive evaluation on the distribution network.
