我国高校要实现特色新型智库建设目标,必须解决智库建设的定位、主体、内容、环境、机制等策略问题。在建设定位上,要处理好问题导向与学术导向、数量和质量、科学研究和人才培养的关系;在建设主体上,要以专兼职研究人员、专业管理人才和优秀学生为主打造高校智库人才库;在建设内容上,要聚焦国家重大战略和社会现实需求,坚持理论研究和应用研究并重,对策研究和战略研究同行;在建设环境上,要积极搭建横向沟通、国际交流、成果发布平台,为智库发展营造良好生态;在建设机制上,要完善高校智库运行机制、资金管理机制、决策咨询机制和评价机制,以完善的机制推动高校智库创新发展。

Colleges and universities in our country have to deal with strategic problems, such as location, subject, content,environment and mechanism in order to achieve the aim to construct new think tank. In the aspect of location, colleges and universities need to deal with the relationship between problem-orientated and academic-orientated, quantity and quality, scientific research and talent cultivation. In the aspect of subject, colleges and universities need to construct new colleges and universities think tank centered with full-time and part-time researchers, professional managers and excellent students. In the aspect of content, the construction of think tank needs to focus on national major strategies and social realistic demand and insist on the combination with theoretical research and applied research, countermeasure research and strategic research. In the aspect of environment, colleges and universities need to build a platform for lateral communication, international communication and publishing to construct good ecology for the development of think tank.In the aspect of mechanism, colleges and universities need to improve operating mechanism, fund management mechanism, decision-making consulting mechanism and evaluation mechanism to promote the development of colleges and universities think tank with perfect mechanism.
