粤港澳大湾区的区域协同发展研究——基于供给侧结构性改革视角的分析

The Collaborative Development of the Guangdong-Hong Kong-Macao Greater Bay Area——a perspective from supply-side reform

粤港澳大湾区战略是我国应对经济新常态的重要制度创新,是粤港澳地区融合发展的前瞻性指导。本文立足供给侧结构性改革的视角,考察粤港澳大湾区的发展现状,从制度供给、要素流动和区域发展结构性层面分析大湾区协同发展所存在的供给侧问题,基于粤港澳大湾区协同发展的供给侧战略原则,提出保障制度供给、完善CEPA框架、加强人员流动、互联基础设施和物流通关、融合金融业的五个政策抓手。通过探究粤港澳大湾区供给侧结构性改革和区域协同发展的关系,为协调湾区区域产业政策和政府治理提供参考。

The Guangdong-Hong Kong-Macao Greater Bay Area Strategy is considered as a significant institutional innovation under the circumstance of New Normal of Chinese economy and is a pioneering guidance for the regional integration of Guangdong,Hong Kong and Macao in the future. This paper aims to examine the development of the Guangdong-Hong Kong-Macao Greater Bay Area in a supply-side reform angle,and to analyze the supply-side problems in the collaborative development of the Greater Bay Area from the perspectives of institution supply,factor mobility and regional development structure. Through considering the strategic principal of collaborative development in the Greater Bay Area,this paper provides five policy recommendations,including guarantee of institution supply,improvement of CEPA,facilitating circulation of labors,connecting infrastructures and logistics,and encouraging integration of finance in the region. By studying the relation between supply-side structural reform and regional collaborative development in the Greater Bay Area,the paper offers some inspiring ideas in designing industrial policies and government reforms.
