村庄规划调研阶段村民参与方法优化策略研究--来自珠海东澳岛渔村调研实践

Villagers' Participation Method Optimization Strategy During Village Planning Research Period: A Case Study of the Fishing Village in Dong'ao Island, Zhuhai

村庄规划尊重村民意愿,重视村民参与已成为普遍共识。规划调研中准确把握村民意愿是规划的根本前提,客观有效的调研数据对规划具有方向性引导,但是,现阶段调研中的参与主体、方法、过程及步骤均存在很多问题,导致村民参与"量质双低"的现实困境。本文在剖析村庄规划调研阶段村民参与现实问题的基础上,结合珠海东澳岛渔村规划实践经验,针对性地提出参与主体协同化、调研步骤有序化、入户问卷一体化的村民参与方法优化策略,通过"上下结合"的入村入户方式,"驻村观察-入户问卷访谈-小组讨论"的调研步骤,"走家串户"式的问卷访谈方法深化村民参与,提高调研质量,增强村庄规划落地性。

It has become a common consensus that the village planning should pay more attention to the participation of villagers and respect the wishes of them. Accurately grasping the wishes of villagers in planning and research is the fundamental premise of planning. The objective and efective research data is the directional guidance to the planning. However, there are many problems in the participant, method, process and step of investigation and research at this stage, leading to the participation of villagers appears problem in quantity and quality. Based on the analysis the realistic dilemma of villagers＇ participation and combined with the practical experience of fshing village planning in Dong＇ao Island, Zhuhai, this paper puts forward the villagers＇ participation method in the following aspects： the participation of main body work together, the orderly investigation and the integration of interviews and questionnaires. Through optimizing the research methods to deepen the villagers＇ participation, improve the quality of research, and enhance the quality of village planning.
