大数据技术的发展推动了社会的变革,在给人们的生活带来各种便利的同时,也产生了与以往不同的伦理问题。主要表现在:隐私泄露问题、数据独裁问题和数字鸿沟问题。造成这些问题的主要原因有道德规范的缺失、法律体系不健全、管理机制不完善和大数据技术本身的缺陷。为此,需要通过"以德治理""以法治理""以技治理"和"管理协同治理"才能有效治理大数据技术的伦理问题。

The development of big data technology has promoted social changes and brought us convenientand efficient lives. At the same time, it has also produced ethical issues that are different from the past whichare mainly manifested in privacy leaks, data dictatorial issues and digital divide issues. The main causes ofthese problems are the lack of ethics, the imperfect legal system, the imperfect management mechanism andthe defects of big data technology itself. It is necessary to effectively govern the ethical issues of big data tech-nology through ＂rule by virtue＂, ＂government by law＂, ＂technical governance＂, and ＂administrative collabora-tive governance.＂
