中国海洋经济全面开放水平测定与提升对策

Study on the Measurement and Improvements of China's Marine Economy's Level of Openness

在全方位对外开放大战略背景下,准确衡量中国海洋经济全面开放水平不仅有助于全面及时地认识中国海洋经济开放现状,而且有利于海洋经济政策的制定和海洋经济决策的优化。借助标杆分析法,采用2000—2016年中国11个沿海省份的相关统计数据,探究中国海洋经济全面开放水平,结果发现:(1)在空间布局上,中国海洋经济全面开放水平整体呈现南高北低、东高西低的格局;(2)在时间演变上表现为强弱差距逐步缩小的趋势;(3)区域发展上表现为上海稳居首位,福建逐步上升,广西、河北努力追赶的态势;(4)科技创新是形成当前海洋经济全面开放格局的重要因素。

In the context of the overall strategy of omni-directional opening,accurately measuring China＇s marineeconomy＇s level of openness not only can help us to cognize the overall opening level of Chinese marine economyboth promptly and comprehensively,but also can be useful to the formulation of marine economic policy and theoptimization of decisions toward marine economy. Based on Benchmarking method,by using 11 Chinese coastalprovinces and cities＇ related statistical data from 2000 to 2016 and studying the overall opening level of Chinesemarine economy,the paper puts forward several findings：（1）From the perspective of spatial distribution,the openinglevel of marine economy is higher in South China than in North China,and that is higher in East China than inWest China.（2）From the perspective of time,the gap among the opening level of different areas has a trend ofgradually narrowing.（3）From the perspective of the regional development,the opening level of Shanghai＇s marineeconomy stays top among all regions;the opening level of marine economy of Fujian gradually grows;Guangxi andHebei are trying to catch up.（4）Technology innovation is the key factor of the formation of current pattern of marineeconomy＇s overall opening.
