皖西北地区社区卫生服务机构人力资源现状与对策

Current situation and countermeasures of health human resources in community health service institutions in the Northwest of Anhui Province

摘要 目的了解皖西北地区社区卫生服务(CHS)机构卫生人力资源现状,探讨影响因素,提出应对策略,为促进社区卫生服务健康发展提供参考。方法采用多阶段抽样的方法,从阜阳市和亳州市各随机抽取2个县(区),再从每个县(区)随机抽取4个社区,最后从每个社区抽取2个站,对抽取社区中的16个社区卫生服务中心(CHSC)和抽取的32个社区卫生服务站(CHSS)进行问卷调查。结果平均每万名居民有全科医师0.80人、公共卫生医师0.40人;平均每个CHSC有全科医师4.88人、注册护士7.00人、中级以上职称护士0.50人、副高级以上职称医师0.13人、中级以上职称中医师0.81人;平均每个CHSS有全科医师0.78人、中级以上职称医师0.41人、中医师0.34人。结论皖西北地区CHS机构仍存在着工作人员数量不足、结构不合理等问题,应制定人才培养、引进等激励政策,不断充实CHS机构卫生人力资源队伍,不断优化CHS机构卫生人力资源结构。 Objective To understand the current situation of health human resources in community health service institutions in the Northwest of Anhui Province,analyze the influencing factors, give countermeasures and provide reference for promoting the healthy development of community health services.Methods Sampling method was multiple-stage random sampling. Firstly two counties or districts were randomly selected from Fuyang and Bozhou city respectively,then four communities were randomly selected from every county or district respectively,and finally two community health service stations( CHSS) were randomly selected from each community. Sixteen community health service centers( CHSC) in selected communities and thirty-two selected CHSS were investigated by using questionnaires. Results On average, there were 0. 80 general practitioners and 0. 40 public health doctors per 10000 residents. On average, there were 4. 88 general practitioners,7 registered nurses,0.50 registered nurses with a professional title above intermediate level,0. 13 practicing doctors with a professional title above associate professor and 0.81 Chinese medical practitioners with a professional title above intermediate level in every CHCS. On average,there were 0.78 general practitioners,0.41 practicing doctors with a professional title above intermediate level,and 0. 34 Chinese medicine practitioners in each CHSS. Conclusions There are still some problems in the CHS institutions in the Northwest of Anhui Province,such as the shortage of staff,unreasonable structure and so on. It is necessary to formulate incentive policies of training and introducing talents,constantly enrich the health workforce of CHS institutions,and constantly optimize the health human resources structure of CHS institutions.
