摘要
在分析老矿区煤炭企业发展环境的基础上,结合部分煤炭企业发展案例,提出老矿区发展面临的产业结构单一、生态环境欠账多、人员薪酬成本占比大等问题,从资源、人力、体制机制、管理等方面,提出一矿一策、多渠道分流富余人员、创新发展经营机制、强化内部管理、实施外部扩展等具体实施路径,采取这些措施可以有效解决老矿区发展面临的难题,促进老矿区煤炭企业可持续发展。
On the basis of analyzing the development environment of coal enterprises in old mining areas, combined with the development cases of some coal enterprises, the problems faced by the old mining area were proposed, such as the single industrial structure, many ecological environmental debts, and large proportion of personnel compensation costs. From the aspects of resources, labour power, institutional mechanism, management, etc., the specific implementation paths were proposed, such as one mine one policy, muhiple channels to divert surplus personnel, innovative development management mechanism, strengthening internal management, and implementing external expansion. These measures can effectively solve the problems faced by the development of old mining areas, and promote the sustainable development of coal enterprises in old mining areas.
