供给侧改革下皖江城市带僵尸企业的成因与出清路径研究

僵尸企业的存在的不仅会降低社会资源的利用效率,也不利于维护市场的公平,出清僵尸企业是当前发展的基本要求之一。文章从此出发,首先介绍了皖江城市带制造业僵尸企业现状,然后从企业、政府、银行三个层面分析了皖江城市带制造业僵尸企业的成因,并指出了当前僵尸企业出清的困境,最后立足于供给侧结构性改革,就皖江城市带制造业僵尸企业的出清提出了针对性的建议,以有序引导为前提、以政策制定为重点、以退出机制为关键、以协调处理为保障等。

The existence of zombie enterprises will not only reduce the efficiency of the use of social resources, but also break the fairness of the market. Clearing up zombie enterprises is one of the basic requirements for current development. Starting from this point,the article first introduced the current situations of the zombie enterprises of manufacturing in the Wanjiang City Belt, then analyzed the causes of them from the three aspects, the enterprise, the government, and the bank, and pointed out the current difficulties for the zombie enterprises to clear out. Finally, based on the structural reforms on the supply side, it put forward targeted proposals for the clearing of the zombie enterprises of manufacturing in the Wanjiang City Belt including the premise of orderly guidance, focusing on the policy formulation, exit mechanism as the key, and coordination as the guarantee.
