随着全球越来越多的在产油田步入成熟期,弃置费用日益上涨,已成为石油公司亟需应对的难题。除部分发达国家外,油气资源国普遍存在弃置费立法及合同规定不明确的现象,油田弃置过程面临极大不确定性。油气资源国需要建立明确的法律法规,规范弃置费管理及税收减免;油田作业者及承包商应建立弃置基金,确保石油公司完成弃置义务;石油公司应采用更加灵活的方式缩减弃置成本,包括采用突破性技术、采用集群弃置方案、剥离有大额弃置成本的资产等。

As more and more oil gas producing regions have stepped into mature stage, rising disposal costs has become an urgent problem for oil companies. Except for some developed countries, such problems as the legislation of disposal fee and the unclear stipulations of contract exist in the oil and gas resource countries, and the process of oilfield disposal is faced with great uncertainty. Countries with oil and gas resources need to establish clear laws and regulations to regulate the management of waste fees and tax relief; oil field operators and contractors should establish disposal funds to ensure that oil companies fulfill their disposal obligations; oil companies should adopt more flexible methods to reduce the costs of disposal, including adopting breakthrough technologies, adopting cluster disposal schemes, and stripping assets with large costs of disposal.
