On the Value and Limitation about Theory of Social Welfare of Civil Rights

公民权利是现代社会福利理论的重要政治道德基础,也是将社会福利从社会政策与制度实施的层面提升到理论反思层面的主要理论要素之一.围绕着公民权利来讨论社会福利的发展,并把社会福利当做公民权利的实现,成为现代福利思想的基本价值取向和福利国家的政治道德依据;而反对福利国家的自由主义理论也把攻击公民权利当做攻击福利国家的理论基础.分析公民权利的社会福利思想,对于认识当代社会福利问题、发展我国的社会福利理论研究、推动社会福利的改革有着重要的意义.

Civil rights is an important basis for modern theories of social welfare,and it is one of the key elements of theory that it takes social welfare to advance the levels of rethinking theory from practice of social policy and in-stitution. It becomes a basic tendency of modern thoughts of welfare on the value as well as political and moral basis of welfare states,talking over develop-ment about social welfare around civil rights,and taking it to achieve as civil rights. However,liberal theory of anti-welfare state takes criticizing civil rights and treats it as critique to the basis of theories of welfare state. For this reason,this paper believes that it will be significant for us to understand wel-fare problems of modern society,to develop theory study of Chinese social wel-fare,by analyzing thought of civil rights.
