乡村振兴战略实施中农民创业的“后互联网”路径及法治保障

“Post Internet” Path of Farmers' Entrepreneurship and Protecting Rule of Law in Implementing Rural Revitalization Strategy

推进实施乡村振兴战略,必须发挥好农民的主体作用,在"双创"背景下积极引导农民创业,则是对乡村振兴战略的政策回应。我国农民创业史、创业环境的嬗变及当下的境遇表明,农民在网络社会的创业理念、创业能力和风险应对方式亟需更新或提升。当前,农民发展权的保障与网络社会的扩展相结合形成的"叠加优势",正成为"后互联网时代"农村经济发展和农民创业致富的突出机遇,在乡村建设由国家的"边缘革命"向"中心革命"的历史性转契中,通过农民创业推进乡村振兴战略的实施,尤需进一步夯实农民土地财产权利,积极引导农民合法创业、守法经营,优化农民创业法律服务和司法保障。

The 19 th National Congress of the Communist Party of China,in advancing with the times,proposed the strategy of Rural Revitalization,whose effective implementation consists in the main function of the farmers.In fact,under the background of “double creation,” actively guiding farmers to start their business is a policy response to the strategy.The evolution of Chinese farmers’entrepreneurial history and the current entrepreneurial reality suggest that it is necessary to update farmers’ entrepreneurial ideas,entrepreneurial ability and risk coping styles in the network society.Currently,the “superposition advantage” formed by the expansion of the farmers’ right to development and the expansion of the network society offers a prominent opportunity for the rural development in the Post Internet era and farmers’ entrepreneurship.In the rural construction,the country’s “marginal revolution” is transformed into the “Central Revolution”.It is high time to further tamp up farmers’ property rights,and actively guide farmers to abide by laws when they start and operate their business,and optimize the legal services and judicial protection of farmers’ entrepreneurship.
