中日安全困境的三重解释及中国应对

Interpretation of Sino-Japanese Security Dilemma and China's Resolution

结构性、进程性和功能性是认识安全困境的三重视角。在西方国际安全理论中,结构性视角关注安全困境的结构状态,是以缓解安全困境的结构性为指向的解决策略;进程性视角强调行为体之间战略协调与合作;功能性视角侧重功能部门的合作、安全困境的外溢性和扩散性,强调低级政治领域层面的合作以促安全。在中日安全困境中,结构性安全困境程度最深,进程性安全困境次之,功能性安全困境最少。但是,西方安全理论有关安全困境的逻辑演绎出现很大漏洞,解决方案不能完全奏效。人类命运共同体理念是新时代中国特色社会主义理论的重要组成部分,它超越了西方安全理论的局限性,对解决中日安全困境具有指导性意义。

There are the structural, progressive and functional perspectives in understanding security dilemma. In the western theory of international security, the structural perspective focuses on the structural condition of security dilemma and advocates to relieve it structurally; the progressive perspective pay more attention on the strategic coordination and cooperation among agents; and the functional perspective stresses the cooperation of functional departments, overflowing and diffusivity of security dilemma in the lower political field. However, there are some loopholes in the logical deduction of security dilemma in the western security theory and sometimes their solutions are not successful. The idea of the community of shared life for mankind, as an important part of the theory of Socialism with Chinese Characteristics for the New Era, breaks through limitation of the western security theory and is instructive to solve the Sino-Japanese security dilemma.
