陕西省黄土高原地区山水林田湖生态保护修复工程实践

Practice of Ecological Protection and Restoration Engineering of Mountains, Water, Forests, Fields and Lakes in Loess Plateau Area of Shaanxi Province

陕西省山水林田湖生态保护修复项目在我国生态文明建设中扮演着重要角色,该项目的实践具有重大意义。本文系统阐述了山水林田湖生态保护修复的国家政策导向,针对陕西省黄土高原地区生态系统面临的问题,提出一套切实可行的工程治理思路、治理理念和治理措施,制定项目落地风险控制措施。其目的是通过项目的实施,达到生态系统整体修复的预期成效,为我国生态文明建设提供可复制、可参考的模板。

The mountains, water, forests, fields and lakes ecological protection and restoration projects in Shaanxi Province play an important role in the construction of ecological civilization in China. The practice of this project is of great significance. This paper systematically expounds the national policy orientation of their ecological protection and restoration. According to the problems faced by the ecosystem in the Loess Plateau of Shaanxi Province, it puts forward a set of practical engineering management ideas, governance concepts and governance measures, and formulates risk control measures for project landing. Its purpose is to achieve the expected results of the overall restoration of the ecosystem through the implementation of the project, and to provide a replicable and referenceable template for the construction of ecological civilization in China.
