Social Exclusion in the Implementation Process of the Minimal Income Standard Scheme

本文首先阐述了“社会排斥”的概念框架以及它在中国社会政策实践中的意义.然后按照上述概念框架,利用通过入户访谈所得的多个城市的调查资料,对中国低保制度政策实施过程中的种种社会排斥现象进行了深入的分析,并指出其原因：一是思想观念严重滞后,二是地方财政负担过重,最后提出了相应的政策建议.

In this article, the authors discuss the concept of social exclu-sion and its implications in the practice field of social policy in China. Based on the conceptual framework of social exclusion and sample data collected in various cities through household interviewing, the authors analyze substantially about the diverse phenomena and the causes of social exclusion in the implementation process of the Minimal Income Standard Scheme in urban China. Finally, the authors recommend the relevant policy proposals for the solution of the above problem.
