摘要
正如其他先进的工业化国家一样,香港的人口老化问题也日益严重.由于香港政府在过去长期忽略规划整体的老人政策,令人口老化所衍生的各项社会问题更加恶化.本文分析了造成这一现象的原因,指出特区政府理应从香港的长远及平衡的发展角度出发,而非短视地偏重经济利益,应急切地从经济、房屋、医疗及社区照顾四方面,为现时的老人人口提供适切的服务,并为未来的人口转变做好政策及资源上的准备.
Like other developed industrial areas, the ageing population is getting more and more serious in HongKong now. Before the turn over of Hong Kong to China, the Hong Kong government paid little attention to integral and comprehensive elderly policy, as a result the relevant social problems become worse and worse. The author analyzes the main reasons for the neglect before 1997, pointing out that the SRA government should take a long term and balanced development perspective in designing and programming social service for the elderly people. The four aspects should be given priority, i.e. financial ,housing, medical care and community care. The integrating planning for elderly service can better meet the needs of the ageing population, and also preparing for the future population transition both in policy and resources.
