毒品犯罪防控对策的经济学分析——以供求定理为视角

An Economics Analysis of the Countermeasures for Prevention and Control of Drug-related Crimes: A Perspective of the Supply and Demand Laws

针对我国严峻的毒品犯罪形势,公安机关多次采取专项打击行动,在一定程度上遏制了毒品犯罪蔓延的势头,但没有从根本上解决毒品犯罪问题,在犯罪数量上甚至出现了更严重的反弹。结合经济学的供求定理,根据供需模型分析,应优化毒品犯罪的刑事政策、完善对潜在吸毒者的预防对策、实施多样化的戒毒措施、挖掘并控制隐性吸毒人员、帮助戒毒人员就业等,以实现对毒品犯罪的防控与打击。

Aiming at the grim situation of drug crimes in China, the public srcurity organs have repeatedly launched special operations against drug crimes, which, to some degree, keeps drug crimes within limits, but fails to fundamentally tackle drug crimes with the number of drug crimes rebounding significantly. Combining the supply and demand laws in economics and supply and demand model analysis, efforts should be made to optimize the criminal policy of drug crimes, improve prevention strategies for potential drug users, implement diversified drug rehabilitation measures, excavate and control hidden drug users and help them find jobs with a view to controling and striking drug crimes.
