"一带一路"沿线国家和地区存在恐怖袭击多发、恐怖分子"外溢"与"回流"现象严重、恐怖主义活动中心向该地区转移等安全问题。为此,"一带一路"沿线各国应明确防范打击国际恐怖主义犯罪的指导纲领,完善防范打击恐怖主义犯罪的机制,探索防范打击恐怖主义犯罪的国际警务合作新模式,以提升打击国际恐怖主义犯罪的效能,为"一带一路"建设提供相对安全的环境。

The countries and regions down ＂the Belt and Road＂ are confronted with frequently-occurring terrorist attacks, serious ＂overflow＂ or ＂back flow＂ of the terrorists, and transfer of the terrorist attacks center to the region.Accordingly, the countries and regions down ＂the Belt and Road＂ should clearly understand the guiding outline for prevention and striking of terrorist attacks, improve the mechanism for prevention and striking of terrorist attacks,explore the new international police cooperation models for prevention and striking of terrorist attacks with a view to elevating the effectiveness of striking terrorist attacks and providing a safe environment for construction of ＂the Belt and Road＂.
