摘要
旅游市场秩序失范问题已经成为阻碍我国旅游业健康发展的严重障碍,如何改革和创新监管体系使旅游市场活而有序,成为我国学界与业界亟待解决的重要问题。运用内容分析法对访谈资料和二手资料进行编码、归类和量化分析,从利益相关者视角重新审视旅游市场监管问题,识别出旅游市场监管涉及的利益相关者为行政管理部门、行业组织、旅游及相关企业、旅游者、社会公众。根据监管现状的内容分析和资料中监管体系的编码分析,提炼出监管依据、监管保障、行政监管、行业自治、法治监督5个维度。基于利益相关者和监管维度构建了我国旅游市场创新型监管体系,阐释了旅游市场监管发生作用的内在机理,丰富和拓展了现有市场监管研究的边界与范畴,也为旅游监管主体提供了新的监管视角和工具。
The problem of inconsistencies and abuse in tourism market has become a serious obstacle to the healthy development of China's tourism industry. How to innovate the regulatory system to make the tourism market lively and orderly has become a pressing issue to be resolved in academia and industry. The content analysis was applied to examine and code the transcripts based on the interview data and second hand materials. The research shows that the stakeholders include the administrative departments, industry associations, tourism enterprises and the related enterprises, tourists and the public. It extracts five su pervision dimensions, including supervision basis, supervision guarantee, administrative regulation, in dustry autonomy and supervision according to law. Based on the analysis, the paper constructs an innova tive supervision system of tourism market from the perspective of stakeholders, which explains the inter nal mechanism of tourism market regulation. It provides recommendations for the regulation of tourism market in China. It also provides a new research perspective and research paradigm for tourism market su pervision.
