摘要
习近平同志在十九大报告中指出,必须始终把解决好"三农"问题作为全党工作重中之重。新时代"三农"问题的破解,将为我国迈向高质量发展道路提供关键保障。笔者在对基层农村调研的基础上,系统梳理了当前"三农"领域存在的生产力落后、生态环境恶化、治理效率低、人口过度流失、老龄化加剧等突出问题,并从"三农"框架的内部和外部两个维度分析新时代"三农"问题的症结所在。最后,有针对性地分层次提出了一些政策建议。
Comrade Xi Jinping pointed out in the report of the 19th National Congress that solving the ＂ Three Rural Issues＂ must always be a top priority for the whole Party. In the new era, solving the problems of agriculture, rural areas and farmers is an important guarantee for China’ s achieving high-quality development. Through the investigation in rural areas, the author summarized the outstanding problems in the fields of agriculture, rural areas and farmers in China, including low productivity, deterioration
of ecological environment, low governance efficiency, excessive population loss and aging. At the same time, the author analyzed the root causes of these problems from both internal and external dimensions. Finally, the author put forward some specific policy suggestions in different levels.
