涉二维码诈骗新型犯罪自出现以来,快速蔓延,呈持续上升态势。当前涉二维码诈骗犯罪形态多样,常见的有伪造缴费类、混淆付款类、恶意链接类、木马病毒类、修改金额类;侦查工作中取证难、抓捕难、追赃难。治理涉二维码诈骗犯罪,公安一家打不胜打,孤立难撑,只有多方参与,多策并举,从法律、技术、制度等层面综合施策,依法治理,源头治理,协同治理,才能把握主动,赢得拐点,取得全胜。

The investigation works which have difficulties in evidence collection, arrest suspects, booty recovery. In governance of fraud crimes involved with two-dimensional code, public security organizations can not deal with these problems alone, it is difficult to effectively combat them, only combine with the multiple parties and multiple strategies, we should implement the comprehensive policies from the legal, technical, and institutional levels, governance according to law, governance from the source, and cooperative governance, in order to grasp the initiative, win the inflection point and reach the comprehensive victory.
