我国基本医疗保险关系转移接续问题的成因及解决——基于重塑权利与义务对应关系的视角

Causes and Solution on Right Recognition Problem in Basic Health Insurance: on the View of Corresponding of Rights and Obligations

随着我国人口迁移日益常态化,基本医疗保险关系转移接续问题日益显现。本文以参保者在不同统筹区域间流动,参加同一保障制度时的关系转移接续问题为研究对象,探讨问题的实质和解决问题的思路。本文对关系转移接续问题背景、内涵和政府措施进行了梳理,并基于我国国情,从权利与义务对应角度分析发现,转移接续难的原因在于现有政策与常态化人口迁移不适应所导致的制度内权利与义务关系错位。本文建议通过恢复制度内权利与义务对应关系的思路解决问题。

Along with the normalization of migration, the problem of transferring basic health insurance rights has become obvious in China. This article focuses on the right recognition of the insured who get protection from same basic heahh insurance program during the cross-border migration. It also analyses its causes, then tries to find out how to solve it from the viewpoint of the corresponding connections of rights and obligations. In order to achieve this, this article gives an introduction of this phenomenon at first, and then summarizes the connotation and policy of it. This article finds that the maladjustment of present policies on labor mobility make a mal-position of rights and obligations which is the real cause of this problem. Hence, this article makes recommendations that reviving the corresponding connections of rights and obligations can solve this problem.
