环卫工人的体面劳动实现了吗?——基于15个副省级城市政策文本的分析

Did the Decent Work of Sanitation Workers Come True?—Based on Analysis of 15 Sub-provincial City Policy Texts

在当前的城市化进程中,环卫工人群体的生存状况一直是社会各界关注的焦点话题,其权益的保障事关社会民生水平的改善,更关乎全面建成小康社会的实现。本文以副省级城市为样本,通过政策文本分析方法,分别从政策适用类群、政策资源配置倾向性两大维度对我国政府实现环卫工人体面劳动的进度进行分析。研究发现,各副省级城市在相关政策的适用类群、工资福利待遇、社会保障、工作环境、社会支持与人员素质等方面都进行了改善,但仍存在着顾此失彼、政策与实际脱节的现象,这表明环卫工人体面劳动的实现仍有较大的完善空间。在此基础上,针对现有问题提出建设性意见,以期为环卫工人体面劳动的早日实现建言献策。

In the current process of urbanization, the living conditions of environmental sanitation workers have always been the focus of social concerns. The of the livelihood of the people are more related provincial cities as samples, policy text analysis protection of their rights and interests and the improvement to the realization of a well-off society. Taking the sub- methods are used to analyze the progress of the Chinese government to achieve decent work for the sanitation workers from the policy-applying cluster and the policy resource allocation propensity. The study finds that the sub-provincial cities have improved their applicable policies in terms of related policies, wages and benefits, social security, work environment, social support, and personnel quality. However, there are still problems, e.g. there are always trade-offs, and divorce of polices from practices. It shows that the realization of decent work for sanitation workers still has much room for improvement. On this basis, constructive suggestions are made on the existing issues in order to provide functional suggestions for the early realization of decent work for the sanitation workers.
