海外水电站改造工程项目管理

Overseas Hydropower Project Reconstruction Project Management

随着风力、光伏发电等新型可再生能源项目的快速发展,新建水力发电项目市场呈现萎缩趋势。水力发电项目由于具有装机容量相对较大、能快速调节电网、经济性好等优势,在各国的电力供应系统中仍占有举足轻重的地位。欧美、日本企业于20世纪60至80年代期间在世界各地新建了大量水电站,目前已进入改造高峰期。中国电力建设企业在过去几十年的实践中积累了丰富的水电站设计及建造经验,部分"走出去"的企业也在不断承接海外各类水电站改造工程。本文结合笔者参与及所了解的海外水电站改造工程的实施经验,分析此类工程的典型特点和执行难点,并提出建议的应对措施。

With the rapid development of new renewable energy projects such as wind power and photovoltaic power generation,the market for new hydropower projects is shrinking.Hydropower projects still have a pivotal position in power supply systems in various countries due to their relatively large installed capacity,rapid power grid regulation,and good economics.In the 1960 s and 1980 s,European, American,and Japanese companies built a large number of hydropower stations around the world,and have now entered the peak period of renovation.China＇s electric power construction enterprises have accumulated rich experience in design and con-struction of hydropower stations in the past few decades.Some ＂going out＂ enterprises are also continuously undertaking overseas hydropower station reconstruction projects.This paper combines the experience of the au-thor＇s participation and understanding of the implementation of overseas hydropower project reconstruction projects,analyzes the typical characteristics and implementation difficulties of such projects,and proposes countermeasures.
