中国沼气产业发展的政策影响分析

Analysis of the Policy Impact on China＇s Biogas Industry Development

文章针对相关政策对沼气行业各阶段发展的影响,从正反两个方面进行了分析。作者认为政策在推动中国沼气行业快速发展、功能转变、转型升级和绿色发展等方面发挥了积极的作用。但是由于政出多门、不连续不配套、可操作性差等原因,政策在某种程度上又成为制约沼气行业快速健康持续发展的关键性因素。在经过多年实践后,作者提出了要想使沼气行业在乡村振兴战略、扶贫攻坚和污染防治攻坚战中发挥重要作用,必须解决长期制约行业发展的政策问题,并提出要打破现有行业管理体制严重不顺的问题、要突破现有投资体制严重束缚问题、要建立政府购买服务的新机制、要强化已有政策法规可操作性等政策建议。

This paper aims to analyze the impact of relevant policies on the development of biogas industry at all stages, in terms of positive and negative aspects. The author believes that policy has played a positive role in promoting the rapid development, function shift, transformation and upgrading, and green development of China＇s biogas industry. However, policy is a double-edged sword. For several reasons such as the conflicting features, the discontinuity and incompatibility, and poor operability of policies from different departments, it has become a key factor to constrain the rapid and healthy devel- opment of the biogas industry. After years of practice, the author believes that the biogas industry can play an important role in the strategy of rural revitalization, poverty alleviation, and pollution control if the long-term policy problems, which re- strict the biogas industry development, can be solved. It also puts forward some policy suggestions, such as breaking the existing system of industrial management, breaking the serious restriction problems of the existing investment system, establishing a new mechanism for government purchasing services, and strengthening the operability of existing policies and regulations.
