摘要
随着我国市场经济的发展,招标投标等法律法规日趋健全。然而,对于采购招标工作中评分标准的制定往往是人为定性判断,缺乏针对具体招标项目评分标准体系的定量评估。本文在分析层次分析法(AHP)数学原理的基础上,将其运用到招标项目评分指标体系的权重分析中,将资深专家组的定性意见用数学的方法转变为定量评估,为科学合理地制定招标评分指标体系奠定了理论基础。以公司某工程类招标项目为例,从该工程的实际情况和对该招标工作的具体要求出发,确定了该招标项目的评分指标体系并提出建议措施。实践证明,招标结果很好地达到了预期效果。
With the development of China's market economy, laws and regulations such as tendering and bidding are increasingly sound. However, in the process of procurement bidding, the evaluation standard is often made by human nature, which lacks the quantitative evaluation of the evaluation standard system for specific bidding projects. Based on the analysis of the AHP mathematical principle, the author applies it to the weight analysis of the evaluation index system of bidding projects, transforms the qualitative opinion of senior expert group into quantitative evaluation by mathematical method, and lays a theoretical foundation for scientific and reasonable establishment of the evaluation index system of bidding. Taking a project bidding project of the company as an example, the evaluation index system of the project is determined from the actual situation of the project and the specific requirements for the bidding work. Suggestions and measures are put forward. Practice has proved that the bidding result has achieved the expected effect well.
