大数据时代政府数据开放共享的博弈分析——基于不完全信息动态模型

Gaming Analysis of Government Data Opening and Sharing in the Big Data Era Based on Incomplete Information Dynamic Model

【目的/意义】分析政府与公众在政府数据开放共享中的博弈问题,探讨博弈双方最优均衡策略的选择,对推进我国的政府数据开放共享工作具有启示意义。【方法/过程】基于不完全信息动态博弈模型,运用逆推归纳分析方法分析政府与公众在两回合的博弈中的策略选择与得益。【结果/结论】建议政府部门应积极主动开放共享政府数据,建立健全公众信息沟通渠道,完善政府开放数据的问责机制,形成良好的政府数据开放共享的氛围和趋势。应提高公众数据素养,加强公众数据利用能力。另外需突出学界的责任,展开针对性研究,并参与渗透到政府开放数据的实际工作中来。

【Purpose/significance】Analyzing the game between the government and the public in the open sharing of gov-ernment data, and exploring the choice of optimal equilibrium strategies for the two sides of the game, which will be of greatsignificance for promoting the open and sharing of government data in China.【Method/process】This paper uses the inverseinduction method to analyze the strategic choices and benefits of the government and the public in the two rounds of thegame, based on the incomplete information dynamic game model.【Result/conclusion】It is suggested that the governmentdepartments should take the initiative to open up and share government data, establish and improve public information com-munication channels, improve the accountability mechanism of government open data, and create a good atmosphere andtrend of open government sharing of government data. The public should improve their data literacy and their ability to usedata. In addition, they should highlight the responsibility of academics, conduct targeted research and participate in the ac-tual practice of government open data.
