福利体制理论视阈下瑞典住房保障政策研究

Study on Swedish Housing Security Policy from the Perspective of Welfare Regime Theory

根据福利体制理论，瑞典号称典型的福利国家，其住房保障政策旨在建立一个覆盖全体公民的普惠式住房保障体系。瑞典模式对于新时代我国住房保障制度改革具有重要的借鉴意义。本文首先对瑞典住房保障政策的制度背景、政策体系和整体特征进行了介绍和归纳，其次从去商品化视角梳理了瑞典住房保障政策的发展变化过程，从福利多元主义角度阐述了瑞典住房保障领域政府、社会和市场的作用和相互关系，最后提出瑞典模式对新时代我国住房保障改革的启示。

According to Welfare Regime Theory, Sweden is a typical welfare country with the ＂social democratic model＂, whose housing security policy aims to establish a universal housing security system covering all citizens. Considering the Swedish model is of great referential value to China＇s housing security system reform in the new era, this paper firstly introduces and summarizes the institutional background, policy system and overall characteristics of the Swedish housing security policy. Then it analyzes the process of development and change of Swedish housing security policy from the perspective of de-commercialization, and expounds the roles of Swedish government, society and market as well as their interrelationship in the field of housing security from the angle of Welfare Pluralism. At last, this paper puts forward the enlightenment of Swedish model to China＇s housing security reform in the new era.
