Study on How to Improve the Spatial Governance Systemin China

完善空间治理体系是推进国家治理体系和治理能力现代化的重要内容。本文在客观评价我国空间治理成效的基础上,以空间发展的"四失"问题为导向,分析了城镇空间的"反公地悲剧"、生态空间的"公地悲剧"、农业空间的歧视性管制、中央与地方利益博弈产生的深层次原因,以此为基础,提出要以完善自然资源资产产权和管理制度为前提,以构建空间规划体系为基础,以健全用途管制为手段,以推进差异化绩效考核为抓手,先易后难,循序渐进,不断完善空间治理体系。最后,从五方面提出了政策建议。

Improving the spatial governance system is an important content to promote the modernization of national governance system and governance capacity. Based on the evaluation of space governance in current China, the problems including the imbalance, maladjustment and disorder among different sorts of space development have been revealed. The deep causes are the ＂tragedy of anti-commons＂ in urban space, the ＂tragedy of commons＂ in ecological space, the discriminatory control in agricultural space and the interest game between the central and local government. In addition, we put forward the thoughts of improving the space governance system such as to perfect the property rights and management system of natural resources assets, to construct the spatial planning system, to improve the spatial utilization control and to promote the differentiated performance appraisal. Finally, we give five policy recommendations.
