政府补贴的技术创新效应:“量变”还是“质变”?

政府补贴如何影响企业的技术创新,学术界尚未得到一致的结论。本文以我国上市公司为样本,从专利数量和专利质量出发,实证检验政府研发补贴的技术创新效应及作用机制。研究发现,政府补贴不仅促进了专利数量的增加,还提升了企业的专利质量,并且这一促进作用具有一定的持续性。同时,政府补贴的技术创新效应具有明显的异质性:国有企业和创新型行业中政府补贴的技术创新效应更加显著。中介效应检验发现,政府补贴通过影响企业的研发投入进而影响专利产出的数量和质量。

It has not been unanimously concluded that how the government subsidy affects the technological innovation of the enterprise. This paper takes the listed company of our country as a sample, and does empirical test on technical innovation effect of government subsidies both from patent numbers and patent quality. This paper found that government subsidies not only promoted the increase in the number of patents, but also improved the quality of patents, and this promotion is persistent. The technical innovation effect of government subsidies has obvious heterogeneity： the technical innovation effect of government subsidies in state-owned enterprises and in innovative industries is even more significant. The mediating effect test found that government subsidies affect the quantity and quality of patent output by affecting the R＆D investment of the company.
