“一带一路”沿线中国国际合作园区发展研究——现状、影响与趋势 被引量:36

摘要 系统梳理了“一带一路”沿线中国国际合作园区的发展现状,分析了国际合作园区的作用,并对其未来发展趋势进行了预判。研究表明,国际合作园区的建设,不仅有力支持了中国的产能合作和产业国际转移,也有利于与沿线国家实现资源共享,此外对于促进当地社会发展、推动国家间友好合作也具有积极作用。研究发现,合作园区的发展兼受国内“推力”与国外“引力”,是政治、经济、外交、文化等共同作用的结果。未来,国际合作园区覆盖范围将越来越广,产业门类将趋于多元,园区环境设施将日趋完善,民企日益成为中国海外园区投资的主体,此外,合作园区将进一步带动本土园区的发展。目前园区建设还存在分布不均衡、规划不合理、缺乏规划建设标准等问题,为此,研究提出了相关对策建议。 This paper predicts the future development trend of the China's International Cooperation Parks (ICPs) in the Belt & Road area by systematically summarizing the current situation and the effect they exert. Relevant research shows that the construction of ICPs has not only promoted China's capacity cooperation and international industry transfer but also contributed to the resource sharing between China and the B&R countries, which further promoted the local social development and cooperation with China. It also indicates that the construction of ICPs, led by the domestic "driving force" & foreign "attractive force," is the result of political, economic, diplomatic, cultural, and other relevant factors. As ICPs emerge in more B&R countries, leading industries of the parks tend to diversify, environment & infrastructure in the host countries would be improved, the importance of Chinese private enterprises would be further enhanced, and the ICPs will further promote the development of local parks. What should also be noted is that problems like the unbalanced layout, irrational planning, and lack of planning standards still exist in the ICPs, and solutions and strategies helping to deal with the problems are thus proposed in the paper.
