基于三元区间数的管制员综合素质评价

摘要 管制员综合素质对空管系统运行安全有重要作用。为保证空管系统安全运行,研究管制员综合素质评价方法,并对管制员综合素质进行评价。基于少数服从多数的原则,提出了一种新的群决策专家权重确定方法,并建立了基于群决策专家权重的评价指标重要性得分的三元区间数构建模型,应用三元区间数可信度、距离等基本概念,给出管制员综合素质评价指标权重计算方法,建立了管制员综合素质评价模型,给出了一种新的管制员综合素质评价方法,并进行了实例验证。结果表明,三元区间数理论能够应用于管制员综合素质评价。 This paper is inclined to propose a method for evalua- ting the overall quality of the air traffic controller to keep the air traffic control system safe under the proper operation. Weighing the coefficient of the group decision of the experts, the paper has formulated a 3 elements interval number model suitable for calculating the significance score of the overall quality evaluation indexes in the air traffic control (ATC). It is just on the basis of the 3 elements of the interval number theory, we have built up an evaluation model of the ATC' s overall quality. In the said evaluation model, first of all, a new expert scoring method has been laid out to get rid of the inconsistency of the significant scores in the system of scales from 0. 1 to 0. 9, for the scoring system of the method represents -the significance of the current indicators to the correlation indexes. In accordance with the principle of the minority subordinate to the majority, a conclusion can be made with the computing method of the experts' coefficient of the group decision making, while considering the consistency of the experts' evalua- tion as compared with the global scoring and the gap from the other experts' evaluation. And, next, it is necessary to introduce three 0 - 1 variables to establish a 3 elements interval number construction model for evaluating the importance of indexes based on the coefficient of the decision made by the group experts. To get rid of the following 2 situations, the model has to be modified : one of the above said 2 situations is that, if the scoring results concentrate on the both ends, it may result in absence of the mid- die element of the 3 elements of the interval number. Neverthe- less, the other situation should be that: if the scoring results just focus on the one end, the scoring results shall have less impact on the index weight, and, furthermore, the evaluation results may even fail to reflect the opinions of the most experts. Moreover, based on the concepts of credibility, the distance and the other factors in the above mentioned 3 elements of the interval number theory, it would be possible to realize a new algorithm in calculating the weight coefficients of the evaluation indexes. Thus, an ATC' s overall quality evaluation model can be proposed with its effectiveness verified with the persuasive examples.
