日本对外援助及对中国“一带一路”区域援助的启示

Japan's Foreign Aid and Its Enlightenment to China's Assistancein the Belt and Road Region

日本对外援助历史悠久,成熟的援助优势在于将国内经济政治需求与受援国具体国情相结合,援助方式多样化,援助领域覆盖全面,民间组织积极参与,援助评价体系健全。我国在对"一带一路"沿线国家的援助中,可以借鉴日本的援助方式,发挥我国特色与比较优势:援助次序以亚洲为主,以点带面逐步拓展;援助方式灵活多样,逐渐深入援助领域;援助主体多元化发展,完善援助评估体系,保障援外工作的实施效果;彰显大国责任,提高国际影响力,推动构建人类命运共同体。

Japan has a long history of foreign aid. The advantage of a mature aid is that it can combine domestic economic and political needs with the specific national conditions of recipient countries. Other advantages are diversified aid methods, wide range of aid, active participation of civil society organizations and perfect aid evaluation system. While assisting the Belt and Road countries, China can learn from Japan＇s aid method and give play to Chinese characteristics and comparative advantages. The order of aid should be mainly based on Asia. The scope of aid should be from point to area. China should flexibly use a variety of assistance methods and gradually deepen assistance work in a wide range of areas. The subject of assistance should be encouraged to be diversification. The aid assessment system should be further improved and impartiality to ensure the effectiveness of the foreign aid. We should demonstrate the responsibility of major powers, increase our international influence, and promote the construction of human destiny community.
