大数据环境下面向政府决策的信息资源开发模式研究——以吉林省为例

Research on Information Resource Development Models for Government Decision-Making Under the Big Data Environment: A Case Study of Jilin Province

以吉林省信息资源开发模式为研究对象,从开发主体的角度讨论政府部门主导、公共部门主导以及市场主导的3种信息资源开发模式的利弊,分析吉林省政府、公共部门以及市场面向政府决策的信息资源开发现状;通过问卷调查的方式,了解并分析吉林省面向政府决策的信息资源类型、数量以及来源等方面的需求。结合信息资源开发模式以及吉林省信息资源开发现状,从信息采集、信息组织、信息共享以及信息分析四个角度探讨适用于吉林省的大数据环境下面向政府决策的信息资源协同开发模式。

This paper takes the development model of information resources in Jilin Province as the research object, discusses the advantages and disadvantages of the three types of information resources development model dominated by government departments, the public departments, and market from the perspective of the development subject, and analyzes status of information resource development of the government, the public departments, and market in Jilin Province. Through questionnaires, this paper grasps and analyzes the needs of the type, quantity, and source of information resources for government decision-making in Jilin Province. Combining the characteristics of information resource development model and the status and demand of information resources development in Jilin Province, this paper explores the collaborative development model of information resources for government decision-making under the big data environment applicable to Jilin Province from the perspectives of information collection, information organization, information sharing and information analysis.
