我国公共图书馆文化精准扶贫的实践与思考——基于案例的解析

The Practice and Thinking of the Cultural Targeted Poverty Alleviation of Public Library in China——A Case Analysis

文章回顾了我国从文化扶贫到文化精准扶贫的起步与发展以及公共图书馆在其中的作用,并运用案例分析法系统地总结分析了首都图书馆、上海图书馆和广东省立中山图书馆的文化精准扶贫项目,得出四点思考与启示:第一,扶贫对象要识别精准、帮扶精确;第二,扶贫资源要精准配送、落到实处;第三,扶贫活动要有针对性和指向性;第四,扶贫方式要发挥公共图书馆自身特色优势。

This paper reviews the initiation and development from cultural poverty alleviation to cultural targeted poverty alleviation in China and the role of the public library in it,as well as systematically summarizes and analyzes projects of the cultural targeted poverty alleviation in three representative provincial public libraries—Capital Library of China,Shanghai Library and Sun Yat-Sen Library of Guangdong Province. There are four points of enlightenments： firstly,the target of poverty alleviation should precise recognition and accurate assistance; secondly, the resources of poverty alleviation should be delivered precisely and implemented; thirdly, the activities have great pertinence to poverty alleviation; fourthly,the mode of poverty alleviation should give full play to the characteristic advantages of the public library.
