缺陷产品召回与产品安全标准改进关系研究

Study for Promoting the Relationship between Defective Products Recall and Product Safety Standards

产品安全标准是缺陷产品召回工作的重要依据之一,同时,缺陷产品召回工作过程中可能发现的产品安全标准存在的问题,也是促进产品安全标准有序、有目的进行制修订的重要信息反馈之一。产品安全标准的完善,反过来又有助于提高缺陷产品召回的工作效率。但是目前,上述信息反馈渠道尚未形成常态化机制,二者之间的相互促进作用较弱。因此,本研究致力于改进缺陷产品召回与产品安全标准之间的相互关系,阐述在标准化管理部门、召回部门、产品安全相关标准化技术委员会三方主体之间,针对在召回过程中发现的标准空白需补充、标准条款需细化、行业性问题需规范等三类标准问题,如何切实做到互联互通,为打通缺陷产品召回与产品安全标准之间的信息反馈渠道进行初步探索,期望二者之间形成良性互动、彼此促进的关系,共同助力产品质量提升。

Product safety standards are one of the important basis for the recall of defective products. At the same time, the problems of product safety standards that may be found during the process of recalling defective products are also important information feedback to promote the orderly and purposeful revision of product safety standards. The improvement of product safety standards, in turn, helps to improve the efficiency of defective product recalls. However, at present, the above information feedback channels have not yet formed a normalization mechanism, and the mutual promotion between the two is weak. Therefore, this study aims to improve the relationship between defective product recalls and product safety standards, and to address how to effectively achieve interoperability among the three main bodies of standardization management department, recall department and product safety related standardization technical committee on three types of standard problems, including gaps found in the recall process n_eed to be supplemented, the standard clauses need to be refined, the industry problems need to be standardized, and to carry out a preliminary exploration on how to open the information feedback channels between defective product recall and product safety standards so as to form a positive interactive and mutually promoting relationship between the two, and jointly contribute to the product quality improvement.
