摘要
为促进安全管理科学化、标准化和规范化,在梳理现行气象国家、行业标准中的人工影响天气安全管理标准的基础上,立足业务现状和发展需求,运用标准化系统工程分析方法和现代安全管理原理,借鉴魏尔曼的标准体系三维结构模型和全国"十三五"气象标准体系框架,构建人工影响天气安全管理标准体系三维模型框架,研究需要重点建设的部分标准内容,完善人工影响天气安全管理标准体系建设。
In order to promote the scientific and standardized safety management, this paper combs the standards of artificial weather modification safety management in the current national and industrial meteorological standards, and uses standardized systems engineering analysis methods and modern safety management principles based on business situation and development needs. It learns from Weierman standard system of three-dimensional structure and the national "13th Five-Year" meteorological standard system framework, constructs the three-dimensional model framework of standard system for artificial weather modification safety management, studies some standard content that needs to be considered so as to improve the construction of the standard system for artificial weather modification safety management.
