目的:了解执法记录仪在上海市卫生计生监督执法中的应用现况、存在问题和实际需求,并提出进一步规范使用和管理的对策和建议。方法:选取上海市部分区级卫生计生监督机构,走访了解执法记录仪使用现状,并针对应用需求和建议对全市92位一线卫生监督员代表开展问卷调查,同时到应用比较成熟的兄弟单位学习先进经验。结果:各卫生计生监督机构在硬件配置、管理方式方法等方面存在较大差异;在执法实践中监督员存在思想顾虑,且在影像数据质量、数据传输、数据储存和利用、证据转化等方面尚存在较大的困惑。结论:亟需建立全市统一的卫生计生全过程执法记录工作规范、操作流程。

Methods： Select the part of the district health Shanghai city planning supervision agency, visited understand the current situation of the use of law enforce- ment records, and according to the application requirements and suggestions to carry out the survey on the 92 tier health supervisor representative, at the same time to the application of mature fraternal units to learn advanced experience. Results.. The health supervision institutions there are great differences in the hardware configuration, man agement methods and so on; in the practice of law enforcement supervisors have ideological concerns, and the quality of the image data, data transmission, data storage and utilization, the conversion of the evidence there is great confusion. Conclusion.. It is urgent to establish a unified standard and operation process of the whole process of law enforcement records in the whole city.
