党的十八大以来,习近平在继承党的粮食安全思想基础上,创新完善了党的粮食安全思想体系。习近平提出了以我为主、立足国内、确保产能、适度进口、科技支撑的国家粮食安全战略,提出了"饭碗论"、"两藏论"、"底线论"等一系列重要论述,采取了保障重点、确保产能、主动开放等一系列新举措,对确保国家粮食安全具有重要的理论和现实指导意义。
